The protection of victims of terrorism in sub-Saharan Africa is relative.On the one hand, it is perceptible from the normative and institutional consecration. On the normative level, it is international and national anti-terrorist norms that participate upstream in the criminalization of terrorism. In addition, there are measures of appeasement and norms of a restorative nature. At the institutional level, the mobilization of international and national institutions participates more or less in humanitarian assistance to victims. On the other hand, it appears that the said protection remains perfectible, as we note several common and specific limitations of the norms and institutions. These shortcomings present a scattered and unfinished picture of victim protection norms and institutions. Fortunately, solutions are emerging. As possible perspectives, the consecration of a legal status specific to the victims of terrorism would allow for a better identification of the victims and their rights. In addition, the creation of a permanent organization and a specialized judicial body for victims would facilitate better treatment of victims.
