It is also in Katanga that four wars against the Mobutu regime were launched, namely Shaba I (80-day war), Shaba II ( 6-day war), Moba I and Moba II, all under the leadership of Katangese leaders. All these facts combined have sharpened the vigilance of the Marshal President on this Strategic Province for the country. He decided to "enslave" its natives, who were now considered as genuine "rebels" to be watched, terrorized and controlled. He instituted the peace of arms. Thus, throughout his reign, Mobutu was for Katanga the true potentate, the ruthless "slave driver".
