In modern society, the state form of public administration is regarded as the "highest point", the "last step" in the evolution of social and administrative mechanisms. Despite its fundamental difference, the concepts of "state governance" and "national (people's) governance" are identified. This situation creates the illusion that public administration is always carried out in the interests of the people, which is fundamentally wrong (the implementation of power by "representatives from the people" does not always imply the implementation of power for the people). The proposed monograph is devoted to the study of such social and administrative phenomenon as "local self-government", which represents a real alternative to the rigid centralized mechanisms of public administration represented by the state, being in essence a genuine people's power. The book is useful for students, postgraduates and teachers of law, political science and sociology departments of higher education institutions, as well as for all those interested in the history, theories and practice of local self-government.
