This book does not limit itself to presenting a grim picture of the insecurity perpetuated by highway robbers and hostage-takers for ransom on both sides of the borders of Chad, Cameroon and the Central African Republic. Based on the available evidence, it assesses the socio-economic impact and political significance of kidnappings for ransom; analyses attempts at state and community responses; and formulates twenty (20) recommendations for concrete responses to this transnational crime. It is a veritable breviary containing strategies for a new approach to responding to cross-border crime, the main actors of which are ex-rebels, demobilized and deflated soldiers, groups of individuals made up of professional and opportunistic brigands, idle young villagers and, on certain occasions, elements of Boko Haram.
